The quiescent current is the sum of the small currents needed within the voltage regulator to power the internal voltage reference, the internal feedback amplifier that monitors the output of the regulator and the bias current of the internal pass transistor that delivers the current to the load at the output of the voltage regulator.
The sum of the load current and the quiescent current is the exact same current that will be flowing thru the current source driving the voltage regulator in the circuit diagram you've shown in your initial post.
